Abstract : The concept of using effects to provide a link between the natural environment on the one hand and military activities on the other hand already has been suggested. Stripped to bare essentials, this concept assumes that the only way in which any element or characteristic of the natural environment can affect a given military action is by producing a change in the military personnel, supplies, equipment, installations, or activities. The agencies which bring about these changes are called effects. Some 61 basic effects are listed whereby various elements of the natural environment can produce changes in military functions or operations. These are divided into sub-groupings according to the segment of the military establishment upon which the effect is produced; namely, personnel, materiel, and functions. In this present report, an attempt is made to test the effects concept in its basic form. (Author)
