Abstract : Experiments on surface tension of water obtained with dynamic techniques are briefly reviewed. Some meaurements of an apparent dynamic surface tension, whose value is higher than that found for equilibrium have in the past been discounted by a closer analysis of the theory underlying a given technique. However, the strongly anomalous results obtained with water bells appear so far to have been accepted. It is shown here that these experiments can also be interpreted without resorting to the concept of dynamic surface tension. This is accomplished by including a pressure differential term in the equation of motion of the bell. (Author)
