Abstract : The basic requirements for FORDS was to provide a stable platform for the testing of heavy pieces of equipment submerged below the surface of the ocean. It is desired that the platform conduct testing operations up to and including sea state 6 conditions and that it also be capable of survival of extremely severe storms at sea. The motion of the platform in the testing position was specified as the absolute motion with respect to the inertial reference of the earth must be small with respect to the maximum particle motion of ocean surface waves. This goal will be considered to be satisfied if the heaving motion of the FORDS is less than about five percent of the wave height for a wave whose period is equal to or less than ten seconds.
